Summary of Bylaw Actions Taken at 2008 Convention

Proposal #1 – Passed as presented
The mission statement now reads:

It is the mission of PUBLIC SCHOOL EMPLOYEES OF WASHINGTON/SEIU LOCAL 1948 to secure rights, recognition, and respect for educational support professionals.

Proposal #2 – Proposed change to Member in Good Standing -- Failed

Proposal #3 – Proposed initiation fee -- Failed

Proposal #4 – Passed as presented
There will now be a Zone for Higher Ed chapters.

Proposal #7 – Passed as amended
Board of Directors Responsibilities has a new number 5 that reads,

5. Setting the terms and conditions of employment for employees of PSE and serving as the final approving authority on personnel matters, upon recommendation of the executive director, consistent with the provisions of Article V, Sections A and C of these bylaws.

Proposal #8 – Passed as presented
Board of Directors Responsibilities has a new number 6 that reads,

6. Supporting and upholding PSE goals and its vision and promoting PSE to members.

Proposal #9 – Passed as presented
Elections of PSE Officers now reads,

3. Members may nominate themselves or another member for any open PSE office using the Declaration of Intent to Run form.  Nominations may be submitted in advance or may be made from the floor at the PSE Convention for executive office and at zone caucus meetings for zone director. Candidates must provide a notarized statement affirming that no funds derived from dues, assessments or the employer are being used to promote their candidacy. As soon as the Declaration of Intent to Run form and notarized statement are received, the information will be posted on the PSE website. If it is received by the publication deadlines, it will be included in the PSE newspaper and convention program. No member shall serve beyond the term limit for office.

In the event that a PSE office is not contested, a motion may be made to approve the nominee and an election does not need to be held.

Proposal #11 – Passed as amended
Annual Reports Article was revised to read,

The executive director or the state president shall present an annual report of the condition and performance of the organization at PSE's convention.  This report shall be posted on the PSE website for a period of three (3) years, sent to chapter presidents and made available upon request to members.  In addition, the executive director or his/her designee will present to the delegates the last financial audit report …and budget for the coming year.

Proposal #12 – Passed as presented
C. Operating Budget now reads,

The executive director or his/her designee shall prepare an annual operating budget that follows approved accounting procedures with the advice and assistance of the Financial Review Committee as provided for in Article XV, Section H, 2 of these bylaws.  The Board of Directors shall review and approve the budget prior to presentation to the delegates at convention.

Chapter rebates will now be sent every two months year-round.

Proposal #14 – Passed as presented
C. Size and Composition of Committees now reads,

Committees shall normally consist of a chair, six (6) members, and a staff liaison.  The appointed members should represent as many different job classifications and geographical areas as possible, unless otherwise recommended by the president and approved by the board, or as specifically provided for in these bylaws.  Each committee shall appoint a recording secretary.

The Sponsorship Committee has been replaced with a sponsorship fund overseen by a presidential appointee.

Proposal #16 – Passed as presented
The vice president and state secretary have been added to the Financial Review Committee.

Proposal #17 – Passed as presented
The Scholarship Committee process was revised to read,

The Scholarship Committee shall recommend selection criteria to be approved by the Board of Directors to ensure fair consideration of applicants.  The committee shall grant awards based on the recipient's qualifications and demonstrated financial need.  The committee shall develop scholarship categories and award values with board approval to provide as many scholarships in reasonable dollar amounts as possible to PSE members and their dependents.  The committee shall solicit and review applications and grant awards consistent with the approved criteria and funds available. Members of the Scholarship Committee and their immediate families are not eligible for scholarship awards.  Members shall be particularly attentive to potential conflicts of interest in the administration of the scholarship program.  The scholarship program is subject to review and approval by the Board of Directors.

The secretary has been added to the Policy Review Committee.

Proposal #19 – Passed as presented
When offices are not contested, there will no longer be a candidate forum held at convention.

Floor Resolution #1 – Passed as presented
Rescinded convention resolution 2-93 which required a summary and rationale of all board actions be published in the PSE newspaper.
